H.E. Eng. Noora Sulaiman Al-Fassam has been appointed to several high-profile positions in the government and financial sectors. On September 8, 2024, she was named Acting Minister of Oil by Amiri Decree 154/2024. Prior to this role, on August 25, 2024, she was appointed Minister of Finance and Minister of State for Economic Affairs and Investments under Amiri Decree 140/2024. Before her recent appointments, Eng. Al-Fassam was the Chief Strategy Officer at Boubyan Bank, a pioneering position authorized by the Central Bank of Kuwait. Her extensive professional background includes significant experience in the financial and banking sectors, along with 25 years in investments. Eng. Al-Fassam has held various influential positions at the Kuwait Investment Authority, National Bank of Kuwait, and National Investments Company. At Boubyan Bank, she supervised the implementation of the bank’s strategic plans to meet the economic and financial goals. She has also been involved in numerous board memberships locally and regionally, forging strong relationships with senior executives in various regional and global investment banks. Eng. Al-Fassam has managed private equity deals and established companies with a total value of over USD 1 Billion. Currently, she serves as the Minister of Finance, Minister of State for Economic Affairs and Investments, and Acting Minister of Oil. Eng. Noora Sulaiman Al-Fassam holds a master’s degree in Business Administration from Kuwait University and a bachelor’s degree in Industrial Engineering and Management Systems with Honors from Kuwait University.
